INTRODUCTION
The mission of the Army Junior ROTC program is to motivate young people to be better Americans. To accomplish this mission, the program of instruction (POI) discusses courses such as citizenship, leadership and a number of other courses designed to help cadets succeed in high school and after graduation.
The POI is based on systematic progression of learning that is designed for the cadets' development at each grade level. The scope, focus and content of the instruction are sequential; it reflects and builds upon the previous year's curriculum. In addition to the emphasis placed on citizenship and leadership, the development of communicative skills, the incorporation of historical perspectives, the requirement to participate in Cadet Challenge and the significance of drug awareness and prevention are also emphasized in the POI.
The structure of the POI enables each JROTC battalion to teach particular activities according to their own schedule and gives instructors the flexibility to assign exercises that are deemed necessary for cadets to achieve the required level of proficiency. Included in the flexibility of this POI is the incorporation of optional subjects. Instructors should use the optional subjects. Instructors should use the optional material in a manner that best supports their overall program objectives.
The first three years concentrate on an instructor-taught method of instruction with cadets using textbooks and workbooks and instructors using and instructor manual (which contains lesson plans, overhead transparencies and a test bank). However, the fourth year concentrates on a self-taught, self-paced method of instruction using only a programmed text, which contains case studies, vignettes and practical exercises. Emphasis for the fourth year should be on evaluating leadership development and performances in assigned command or staff positions and completion of the programmed text.
Audiovisual aids are provided throughout the POI to assist instructors in presenting the curriculum. Audiovisual aids include overhead transparencies, videotapes (including the Unlocking Your Potential series from Edge Learning Institute), and cassette tapes that were provided with the curriculum material. The lesson plans also suggest the names of videotapes, cassette tape programs and supplemental resources for optional use in the POI.
Army Regulation 145-2, JROTCINDCC Organization, Administration, Operations and Support, and appropriate Cadet Command regulations contain the JROTC program. The POI contains the detailed working guidelines and suggestions for the instructional presentation.
PURPOSE
The JROTC Program prepares high school cadets for responsible leadership roles while making them aware of their rights, responsibilities, and privileges as American citizens. The program is a stimulus for promoting graduation from high school and it provides instruction and rewarding opportunities, which will benefit the cadet, community and nation.
