David Vroonland, Ed. D., Superintendent

Dr. David VroonlandDr. David Vroonland officially assumed his position as superintendent of Mesquite ISD on July 1, 2015. An educator for more than 30 years, Vroonland began his education career in 1986 as a teacher and coach in Carrollton-Farmers Branch ISD. In 1991, he accepted a similar position at DuVal High schoo in Lanham, Md., followed by two and a half years as a coach and teacher in Akishima, Japan. In 1995, Vroonland returned to Texas to teach and coach at McNeil Junior High School in Wichita Falls ISD. 

His administrative experience began in 1999 in Wichita Fallas when he became an assistant principal at Zundy Junior High; he later became principal at Barwise Junior High. Vroonland moved to Allen High School in Allen ISD as house principal in 2003. He opened Ereckson Middle School in Allen as principal in 2004 before assuming the role of assistant superintendent of administrative services in Allen ISD in 2006. Most recently, Vroonland served as superintendent of Frenship ISD, whichi is located on the southwestern side of Lubbock County.

Vroonland and his wife, Joy, have two sons, Caleb and Matthew, and one granddaughter, Josalin. Vroonland earned his bachelor's degree from Centenary College of Lousiana, his master's from Midwestern State University and his doctorate from the University of North Texas.

Beth Nicholas
Deputy Superintendent

Beth Nicholas has served in the field of education for more than 30 years. She has taught at all levels from elementary to college in Texas, Missouri and Connecticut.

Most recently, she worked in Allen ISD, where she served as a teacher, assistant principal, director, assistant superintendent and interim superintendent. She joined the Mesquite ISD family as deputy superintendent in January 2016.

Kathryn Bohling
Assistant Superintendent for Business Services 

photo of K BohlingKathryn Bohling received her bachelor's degree in Elementary Education from Southwest Texas State University and her master's degree in administration from the University of North Texas. She started her career in Dallas ISD and Allen ISD before coming to Mesquite, where she taught at Hanby Elementary before opening Gray and Mackey elementaries. She served as administrative officer of special education for 7 years before entering into her current role.

Dr. Treva Franklin
Assistant Superintendent for Curriculum and Instruction

During her 33-year educational career, Dr. Franklin has been an elementary teacher, counselor, assistant principal, principal, and the last 13 years have been at the central office. She currently serves on the board of directors for Texas ASCD.

Dr. Franklin oversees the currriculum in Pre-Kindergarten through grade 12, the district's gifted and talented program, federal title programs and other duties. She is committed to "ensuring that all students develop the knowledge, skills and attributes they will need to excel in life, learning and work, now and in the future."

Lanny Frasier
Assistant Superintendent for Personnel Services

Lanny Frasier is a 42-year educator and has spent his entire career in Mesquite ISD. Hphoto of Lanny Frasier
e began as a science teacher and coach and then served as an assistant principal at the middle school and high school levels before being named principal at Poteet High School in 1989. He has worked in the Personnel Department for 20 years, the last 16 as assistant superintendent.

Dr. Denise Kutch 
Assistant Superintendent for Strategic Planning and Innovation

photo of Denise KutchDr. Denise Kutch has served as assistant superintendent, strategic planning and innovation for the past two years.

Dr. Kutch began her teaching career in Houston ISD, then taught in the Spring and Abilene communities before being hired by Mesquite ISD to teach at Mesquite High School. During her career, she taught at the elementary, middle, and high school levels, and served as university adjunct professor, counselor, registrar, assistant principal, and principal before moving to central office administration.

Dr. Kutch earned her bachelor's degree from the University of Houston, her master's from Hardin-Simmons University, and her doctorate from Texas A&M - Commerce.

Dr. Kutch and husband Dr. Karl Kutch have two adult children who both graduated from MISD schools.

Dr. Jarod Mendenhall

Chief Governmental Affairs Officer

photo of J MendenhallDr. Jarod Mendenhall has served as the Chief of Governmental Affairs for Mesquite ISD since July 1, 2017. Dr. Mendenhall has been in the field of education for 26 years, with experience as a classroom teacher, coach, principal, assistant superintendent, and superintendent.

Before arriving in Mesquite, Dr. Mendenhall was the superintendent at Broken Arrow Public Schools in Broken Arrow, Oklahoma for over six years. During his tenure at Broken Arrow, he guided the district through their first strategic planning process in over 15 years, oversaw the largest bond referendum in the district’s history, and led the district through academic gains in graduation rate and reading scores.

Dr. Mendenhall received his high school diploma from Enid High School in Enid, Oklahoma in 1986. He later earned a Bachelor of Science Degree in Education in 1991 and a Master of Science Degree in Public School Administration in 1997 from Northeastern State University in Tahlequah, Oklahoma. Dr. Mendenhall later received his Doctorate Degree in Education Leadership in 2010 from Oral Roberts University in Tulsa, Oklahoma.
Dr. Mendenhall has received awards and recognitions including “Man of Distinction” award by the Tulsa World in 2015, “Superintendent of the Year” in 2014 for District 5, “Rachel’s Challenge Superintendent of the Year” in 2012, and was honored as the “Most Outstanding Doctoral Graduate” in 2011 from Oral Roberts University.

Dr. Mendenhall has been married for 28 years to Janna (Lancaster) Mendenhall, who is also a career educator and currently serves as an elementary special education teacher at Mesquite ISD. Dr. and Mrs. Mendenhall have two daughters, Jessica (22) and Allie (18).
