BY-LAWS
Article I
Name & Objectives
Section 1: The name of the organization shall be Mesquite High School JROTC Family
Support Group (JROTCFSG or “the Organization”).
Section
2: JROTCFSG shall be a non-profit parent support
group with the purpose of supporting fundraisers and off campus activities
of the Mesquite High School JROTC Program “The Program.” .
The mission of the MHS JROTC FSG is to secure the promise of the Program
by creating an environment where people in the community can assist in the
development of young people’s potential for premier leadership, personal growth
and career success through Army Junior Reserve Officer Training Program at
Mesquite High School.
Values:

Article II
Membership
Section 1: Membership in the Organization is open to any resident that lives within
or has a child that is enrolled in the Program and lives within the boundaries
of the

$0 per family.
Article III
Officers and Elections
Section 1: The officers of the organization (the “JROTCFSG Officers”)will consist of the following:
Section 4: ELECTIONS: Elections will be held during the
regular meeting during the month of May
each year. Officers
must be voted in by a majority vote for any number of consecutive years.
Section 5: APPOINTMENTS: The Platoon Leader / President
shall appoint the following officers:
Section 6: TERM LIMITS: All officers (appointed or
elected) should be voted in by an active family support group member, with
the exception of CEO and SGT AT ARMS.
Duties of Officers

Cadet Command Regulations.
Article V
Squad Leaders
Section 1: POSITION: At minimum, 3 squad leader positions
shall be filled by JROTCFSG members. The
Platoon Leader / President shall determine the number of squad leader positions.
Typically, this would include a Squad Leader and an Assistant Squad
leader for each JROTC cadet company.
Section 2: ELIGIBILITY: Any member of the JROTCFSG may
be eligible for appointment as a Squad Leader or Assistant Squad Leader.
Section 3: VOLUNTEERS: Squad Leader candidates may volunteer
for a position at the first JROTCFSG meeting of any school year.
Section 4: DUTIES: Squad Leaders will assist the Platoon
Leader / President with any activities, as designated by the President.
Squad Leaders are the primary eyes, ears, and hands of JROTCFSG.
The Squad Leaders are the first line of contact to assist as a Chaperone,
or pitch in with ideas, or when more hands are needed to get a job done. Family Support could mean attending trips with
cadets, serving soft drinks, showing a cadet how to open an MRE, or help pitch
a tent, working a grill, or helping out in a variety of ways. This is simply a list of resources to call on
and help solve problems.

Meetings and Procedures

carried out with proper parliamentary procedure.

Section 3: DISCLOSURE: When the Platoon Leader / President holds meetings
off-site, the results and decisions will be made public at the next monthly
meeting, and the SAI or his designees will be informed as soon as reasonably
possible.
Section 4: QUORUM:
At least 10 JROTCFSG members and at
least one MHS JROTC instructor must be present to constitute a quorum. A quorum must be present for a vote to be taken.
Voting membership of the Organization is limited to the parents or
legal guardians of current MHS JROTC cadets.
Section 5: NOTICE OF MEETINGS: All meetings of JROTCFSG must be announced at
least 1 week prior to the date, and be posted on the MHS JROTC website. This requirement does not preclude planning
and organizational meetings of the JROTCFSG Officers.
Article VII
Scholarships
Section 1: SCHOLARSHIP AWARD: A scholarship will be
awarded to a graduating senior JROTC cadet each year in an amount not to exceed
$500.00. Scholarship money will be
raised by designating five (5) percent of the FSG Fund Raising profits to
the scholarship fund. If enough money
is raised to fund two or more scholarships in any given year the number awarded
will each come to $500.00. In the event
that two or more scholarships are available and there is only one applicant,
then that applicant will receive all available scholarships.
Section 2: NOMINEES: The scholarship recipient will
be identified
during the regular monthly meeting of April. Nominees will make a personal
appearance at the April JROTC FSG
meeting. Applicants must notify the
SAI that they would like to apply not latter than April 15th of
their senior year.
Section 4: AWARD DETERMINATION: See Appendix
1 to the FSG By-Laws. A committee will
be formed each year to review applicant packets. The committee will consist of the SAI and two
FSG members. No member of the committee
can be a family member or relative of any applicant.
Section 5: AWARD PERIOD: A recipient of the JROTC scholarship
will have two years from the date of award to use the scholarship. Funds not
used in that time frame will be retained in the scholarship fund for future
awards.
Section 6: AWARD INSTALLMENTS: Scholarships funds will be
paid out in one installment during the first school year with the payment
made upon proof of enrollment. The SAI/CEO will make the payments from the
school funds as required.
Article VIII
Sponsored / Fundraising Activities
Section 1: OBJECTIVES: All fundraising activities are held
with the goal of raising funds to support students involved in the Program.
Section 2: APPROVAL: All fund
raisers must be approved IAW the MHS and Mesquite District policy.
Section 3: FUNDS: All funds
raised by the JROTC FSG must be accounted for and turned into the
Section 4: The SAI/CEO will report to the membership a budget overview at each
meeting. The SAI/CEO will allocate
and distribute funds that support the unit goals and objectives. The SAI/CEO
shall reserve the right to determine
the priority of student activities with input from the SAI, of the MHS JROTC Program.
Article IX
Amendments
Section 1: These By-Laws may be amended when an amendment
is presented to the SAI/CEO prior to a meeting and after the amendment is
presented to the Membership for review. The amendment will then be voted on
at the next monthly meeting, and must be approved with a two-thirds majority
vote.
These By-Laws have been voted on and approved by the membership of the Family Support Group on April 19, 2007.

Appendix
1 to Mesquite High School JROTC Family Support Group By-Laws
SUBJECT: Scholarship Scoring Methods.
These instructions outline the method of scoring for JROTC FSG Scholarship Applications. The score sheet is at page 3.
Name, address of applicant is self explanatory.
Block one: An applicant must have been accepted to attend a specific university/college or trade school and be a graduating senior of the Mesquite High School JROTC. If not, the application will not be considered further. Attach a copy of the schools acceptance letter.
Block two: SAT/ACT Score will be calculated based on the higher score of the two tests. Only one test is needed. SAT scores will use only the math and verbal point score, not the essay score.

Block five: Community Service score will be calculated based on one point for each JROTC Community Service Ribbon (N-2-5) awarded to the cadet for a maximum of ten (10) points.
Block six: Service Learning points will be awarded based on one point for each Service Learning JROTC Ribbon (N-4-6) awarded to the cadet for a maximum score of five (5) points.
Block seven: Perfect Attendance points will be based on one point for each JROTC Perfect Attendance Ribbon (N-1-4) awarded to the cadet for a maximum score of eight (8) points.
Block eight: National Awards Score will be based on one point for each national level JROTC Medal awarded to the cadet. The only awards considered in this category are Medals numbered N-0-1 through N-0-21 and N-0-27. There is no maximum score in this category.
Block nine: School Leadership Score will be based on one point for each of the following organizations the cadet belongs to: Senior Leaders, Student Counsel, Elected Class Officers (President, Vice President, Secretary or Treasurer), and National Honor Society.
Block ten: ROTC Rank Score will be based on the cadets JROTC rank.
Colonel/Lieutenant Colonel = 5 points
Major = 4 points
Captain = 3 points
2nd Lieutenant and 1st Lieutenant = 2 points
Any lower rank = 1 point
Block 11: Points are totaled from block 2 through block 10. The applicant with the highest score wins the scholarship. Ties will be broken by specific class rank.
