David Vroonland, Ed. D., Superintendent

D Vroonland

Dr. David Vroonland officially assumed his position as superintendent of Mesquite ISD on July 1, 2015. An educator for more than 30 years, Vroonland began his education career in 1986 as a teacher and coach in Carrollton-Farmers Branch ISD. In 1991, he accepted a similar position at DuVal High school in Lanham, Md., followed by two and a half years as a coach and teacher in Akishima, Japan. In 1995, Vroonland returned to Texas to teach and coach at McNeil Junior High School in Wichita Falls ISD. 

His administrative experience began in 1999 in Wichita Falls when he became an assistant principal at Zundy Junior High; he later became principal at Barwise Junior High. Vroonland moved to Allen High School in Allen ISD as house principal in 2003. He opened Ereckson Middle School in Allen as principal in 2004 before assuming the role of assistant superintendent of administrative services in Allen ISD in 2006. Most recently, Vroonland served as superintendent of Frenship ISD, which is located on the southwestern side of Lubbock County.

Dr. Vroonland and his wife, Joy, have two sons, Caleb and Matthew, and two grandchildren, Josalin and William. Dr. Vroonland earned his bachelor's degree from Centenary College of Louisiana, his master's from Midwestern State University and his doctorate from the University of North Texas.

Dr. Ángel Rivera

Deputy Superintendent

After seven years in the U.S. Army, Dr. Rivera served as a teacher and assistant principal with Pasadena ISD before becoming principal at Mike Moses Middle School in Nacogdoches. He then served as principal in Mansfield before relocating to Garland, where he was principal at Lakeview Centennial High School and area director for curriculum, instruction and assessment with Garland ISD. Since joining Mesquite ISD in 2017, Dr. Rivera served in the roles of chief of strategic initiatives and community engagement and assistant superintendent of innovation and leadership prior to taking on his current role of deputy superintendent in 2021.

Dr. Jennifer Hammett

Assistant Superintendent for Teaching and Learning

Dr. Jennifer Hammett is a veteran educator of 20 years in Mesquite ISD.  During this time, she served in numerous educational and leadership roles. She was a teacher at BJ Smith Elementary School, assistant principal at Shaw and Thompson Elementary Schools and principal at Bonnie Gentry Elementary School. prior to her current position, she  served as executive director of leadership development for Mesquite ISD. Dr. Hammett received a bachelor's degree, master's degree and doctorate from  Texas A&M University at Commerce.

Pete Pape

Assistant Superintendent for Business Services

Pete Pape has nearly 20 years of experience as a chief financial officer and director of business services. Besides Deer Park ISD, he has worked for Grape Creek ISD, Region 12 Educational Services Center in Waco, Sealy ISD and Goose Creek Consolidated ISD. Pape is a Certified Public Accountant as well as a Registered Texas School Business Official.

Laura Jobe

L Jobe

Chief Information Officer

Laura Jobe came to Mesquite ISD in 1997 as a coordinator in the Communications Department. She advanced through the positions of director of communications and executive director of communications before being named chief information officer. She oversees of the district's communications and marketing functions. Prior to joining Mesquite ISD, Ms. Jobe worked in journalism, corporate communications and communications consulting. She received her bachelor's degree from Oklahoma Baptist University and her master's degree from Amberton University.

Dr. Leslie Feinglas

Assistant Superintendent for Leadership and Strategic Initiatives

Dr. Leslie Feinglas has been part of the Mesquite community for the past 35 years and has been an educator for 19 of those year. She began her career as a teacher at McDonald Middle School and later became an assistant principal at McDonald and Wilkinson Middle Schools and principal at Wilkinson Middle School. In 2017, Dr. Feinglas became executive director of leadership development and was named assistant superintendent in 2021. Dr. Feinglas received a bachelor's degree Texas A&M University, a master's degree from Texas A&M University at Commerce in 2004, and a doctorate from Texas A&M University at Commerce in 2009.

Mike Jasso

Assistant Superintendent for Administrative Services

Mike Jasso  has 28 years of service in education in the DFW area. After beginning his career as a teacher in Dallas ISD, Mr. Jasso's leadership progressed through the roles of assistant principal and principal at Haltom High School followed by principalships at Watauga Middle School and Coppell High School. Most recently, he was the executive director of Berkner Learning Community in Richardson ISD. Mr. Jasso received a bachelor's degree from Texas Tech University and a master’s degree from the University of North Texas.

Mary Randall

Assistant Superintendent for Personnel Services

Mrs. Randall began her teaching career as a high school science teacher in Malvern, Ark., where she taught chemistry and physics for eight years before moving to Texas in 1989. In Texas Mrs. Randall was a high school science teacher at Skyline High School in Dallas ISD for four years. In 1993, she moved to Mesquite ISD and North Mesquite High School, where she taught chemistry for five years before becoming assistant principal there in 1997. In 2001, she joined Personnel Services, where she served as director of personnel, executive director over secondary and now as assistant superintendent.
