The Teacher Incentive Allotment (TIA) provides an accessible pathway for effective teachers to earn a higher income while remaining in the classroom. Teacher Incentive Allotments are additional state funding for teachers that was written into statute—allowing for sustainable funding. There are four levels of designation: Acknowledged, Recognized, Exemplary, and Master.

FAQs
There are two main parts to TIA: one is that teachers are identified and paid in part on student growth; another is that teachers who have National Board Certification automatically receive the Acknowledged rating, along with teacher incentive allotment earnings.

TIA is a Texas state initiative created to reward effective teachers with additional compensation, particularly in high-need areas. Teachers can earn designations Recognized, Exemplary, or Master based on classroom performance and student growth data, leading to potential annual allotments of $3,000 to over $36,000. Once earned, a designation remains on the teacher’s Texas teaching certificate for five years, as long as the certificate is valid.

Campus need is based on each campus’ economically disadvantaged rate.

Teachers retain their designation for five years, regardless of a change in campus or district.

Designated teachers who retire and complete their contract for each year will receive the stipend payment by June of each year per the spending plan. Designated teachers that retire before the end of their contract, take a lateral teaching role in another ESC 10 or ESC 11 school district, or break the contract before the end of the year will not receive the stipend and funds will be distributed to all other eligible teachers per the spending plan.

Effective Spring 2027, all teachers with TIA designations will receive 70% of their designation compensation. 20% of the designation compensation will go to other instructionally facing roles on the campus, and 10% will go to district operating costs.

Teachers in eligible assignments may not opt-out.

Qualifying teachers will be notified in Spring 2027.

If teachers continue to qualify for the ETIP incentive and also qualify for TIA, they will receive the greater of the two amounts.

Mesquite ISD determines designations based on the combined weighted points from the Teacher Observation Component (T-TESS summative) and the Student Growth Component.
The T-TESS component score is determined by taking the average of the eight scored dimensions, rounded to the nearest thousandth (three decimal places, and weighted at 40% of the teacher’s total TIA score.
The student growth score is rounded to the nearest whole number and weighted at 60% of the teacher’s total TIA score.

Teachers are only eligible to earn one designation.

As long as the individual teacher teaches at least 50% of the day, he/she must only teach, at minimum, one section of an eligible TIA course.

Yes. As long as a special education teacher is the teacher of record and has at least one student who participates in STAAR-ALT for grades 4-8 or has at least one student who is eligible to participate in the i-Ready diagnostic for grades K-3 or grades 9-12.

Teacher designations are valid for five years. Within the five years, teachers may be recommended for a higher designation if their performance qualifies them, but they cannot be submitted for a lower designation.

As long as you are coded 087 in PEIMS and teach students at least 50% of the time, you retain your designation and continue receiving the compensation for five years.

Teachers will not lose the designation for 5 years, and receiving the allotment funding is contingent on remaining in a teaching role and serving students at least 50% of the time.

Teachers who are eligible for a TIA designation based on 2025–26 data and receive a designation will receive their TIA compensation in June 2027.
