Dr. Ángel Rivera, Superintendent of Schools
Mesquite ISD
Dr. Ángel Rivera serves as the 25th Superintendent of Schools for Mesquite Independent School District, leading more than 36,000 students and 5,700 employees. His philosophy of education is rooted in the belief that every student possesses unique strengths and unlimited potential. He believes it is the responsibility of educators to create learning environments where students feel a sense of belonging, are challenged to excel, and are prepared for success in college, career, or military service. This belief is reflected in the Mesquite Promise and the district’s vision of Excellence Always, which guide his leadership and the work of Mesquite ISD.
Under Dr. Rivera’s leadership, Mesquite ISD has strengthened student opportunities, expanded leadership development programs, deepened community engagement, and successfully passed both a Voter-Approval Tax Rate Election (VATRE) and a $600 million bond program to support students and schools across the district. In 2026, he was named Region 10 Superintendent of the Year by the Texas Association of School Boards, in recognition of his leadership, commitment to student success, and impact on public education across North Texas. He was also recognized nationally as a Superintendent to Watch by the National School Public Relations Association, an honor that highlights emerging superintendent leaders making a significant impact in their communities.
A transformational leader and veteran educator with more than two decades of experience, Dr. Rivera is recognized for developing high-performing teams, strengthening organizational alignment, and building meaningful partnerships with students, staff, families, and the community. He is committed to fostering a culture where people feel valued, leadership is developed at every level, and every decision is guided by what is best for students. His commitment to continuous growth as a leader is reflected through his participation in the Holdsworth Superintendent Leadership Program, one of Texas' premier leadership development programs for public school leaders.
Dr. Rivera joined Mesquite ISD in 2018 as chief of strategic initiatives and community engagement. Within a year, he was promoted to assistant superintendent of innovation and leadership, where he led districtwide strategic planning, leadership development, and innovation initiatives. In 2021, he was named deputy superintendent and oversaw district operations, curriculum, finance, personnel, and leadership systems before being appointed superintendent in March 2022.
Prior to joining Mesquite ISD, Dr. Rivera served in a variety of leadership roles across Texas, including area director, high school principal, intermediate and middle school principal, assistant principal, instructional coach, and classroom teacher. His career reflects a deep commitment to educational excellence and leadership development at every level.
Born in Puerto Rico, Dr. Rivera spent part of his childhood in Boston before returning to Puerto Rico, where he graduated from high school. After enlisting in the United States Army in 1992, he served in the 82nd Airborne Division and was deployed to South Korea with the United Nations Security Battalion. He was honorably discharged after seven years of active military service and later began his career in education.
Dr. Rivera earned a Bachelor of Science degree from the University of Houston-Clear Lake, a Master of Education degree from the University of St. Thomas, and a Doctor of Education degree in Educational Leadership and Curriculum Supervision from Stephen F. Austin State University.
He and his wife, Vanessa, are the proud parents of five children.
